NOW THEREFORE BE IT RESOLVED THAT the Alberta Urban Municipalities Association urge the Government of Alberta through its Ministry of Children and Youth Services and Alberta Education to work together to ensure that modular units provided for child care spaces be connected to permanent structures such as schools or other community facilities so that:
• The greatest benefit is achieved through these new child care spaces,
• The objectives of local schools are supported, and
• That local municipal land use practices are supported.

Whereas Clauses

WHEREAS the AUMA supports the need for a variety of child care options for its citizens and agrees with the Minister of Children and Youth Services who on May 9, 2008, stated “Parents are an essential part of our workforce and they need more child care choices to help ensure their children get a good start in life”;

WHEREAS both the provision of child care spaces and education are responsibilities of the provincial government;

WHEREAS the requirements for provision of modular buildings for child care spaces is not consistent with the requirements set out for the use of modular buildings for classroom spaces;

WHEREAS Alberta municipalities are mandated to provide services, facilities or other things that, in the opinion of council, are necessary or desirable for all or a part of the municipality; and

WHEREAS land use practices do not generally support the long term use of “temporary” unattached buildings.
