The City of Medicine Hat Finance department is looking for an intermediate buyer/contract specialist to join their team and support all aspects of the competitive bidding processes, procurement and contract services within the organization. Reporting to the Manager- Supply Chain, the successful candidate will review requisitions, source and evaluate bids; prepare, evaluate and make recommendations for highly complex tenders and RFx; and create, execute and administrator contracts. As the subject matter expert, this position will identify opportunities to improve business practices, work processes and work closely with the system Process Analyst to optimize functionality of the ERP system.
As our ideal candidate, you have a proven ability to manage conflicting priorities, work under pressure and meet deadlines while maintaining a high level of professionalism and customer service. You have thorough knowledge of Purchasing and Materials Management, as well as the laws of purchasing, contracting and competitive bidding; trade agreements; relevant regulations and best industry practices that apply to the public procurement operations. You have excellent communication skills and interpersonal skills and enjoy working collaboratively with a variety of stakeholders. You are highly skilled in the use of computers and standard office software, are comfortable working with ERP systems and have demonstrated your ability to learn and utilize new systems.
- Successful completion of Grade 12 or high school equivalency
- Completion of the Supply Chain Management Association Designation (SCMP or National Institute of Government Purchasing Certified Professional Public Buyer
- Five (5) years related buying experience, preferably in the public sector
- A management approved combination education and experience may be considered
