Parkland County has a temporary, full-time Civil Infrastructure Projects Procurement Specialist position available within the Corporate & Shared Services Division, working until approximately December 31, 2021.  Under the general supervision of the Supervisor, Procurement Services, the Civil Infrastructure Projects Procurement Specialist will support internal client departments with the technical aspects of procurement activities associated with County-approved Civil Infrastructure based projects.  Projects will focus on the rehabilitation and development of Municipal infrastructure including, but not limited to, roads, utilities (water, sanitary, storm water), facilities, and parks. This position will liaise with persons throughout the County at all levels and must be able to effectively work alone and within a team environment.


  • A business degree or diploma with a major in Supply Chain Management, or supplemented by additional training in supply chain management, contract law, and public procurement is required.  Alternatively, an engineering degree or diploma in Civil Engineering combined with direct and relevant experience with contract management and procurement will be acceptable.
  • Five years’ experience in procurement of civil infrastructure projects and technical specification writing with a minimum of three years direct experience with public sector.
  •  The following designations would be considered an asset:
    • Certified Professional Public Buyer (CPPB) designation through National Institute of Governmental Purchasing (NIGP)
    • Supply Chain Management Professional (SCMP)
    • Project Management Profession (PMP)
    • Professional Engineering designation (P. Eng)
    • Certified Engineering Technologist (CET)
    • P. Tech (Professional Technologist) designation or eligibility to obtain one through The Association of Professional Engineers and Geoscientists of Alberta (APEGA)
  • Practical knowledge of construction contract standards (i.e. CCDC, Alberta Transportation) and comprehensive understanding of civil infrastructure project procurement processes.
  • Possession of a valid Alberta driver’s license and satisfactory driving record.

Rate of Pay: $85,680 to $107,100 per annum.

Hours of Work: 7 hours/day; 35 hours/week
