Yellowhead County is currently seeking a qualified, experienced person to fill the role of Director of Corporate and Planning Services.

Reporting to the Chief Administrative Officer, the Director of Corporate & Planning Services will serve as the Chief Financial Officer of Yellowhead County. In the Corporate Services function the Director is responsible for the provision of all municipal financial services, taxation and assessment services, records management, risk management, asset management, budgeting, accounting and finance functions, human resources functions and information technology functions. In the Planning function the Director is responsible for the provision for all land planning and development functions.

The boundaries of Yellowhead County are situated one hour west of the City of Edmonton and extend west to Jasper National Park and surround the towns of Edson and Hinton. With a population of just over 10,000 people, Yellowhead County offers an uncluttered mix of agricultural, industrial/commercial, residential and recreational uses.

The salary range is currently $131,654 - $166,638 per year. Yellowhead County offers a competitive benefits plan.

Detailed Position Summary

Reporting to the Chief Administrative Officer, the Director of Corporate & Planning Services will serve as the Chief Financial Officer of Yellowhead County. In the Corporate Services function the Director is responsible for the provision of all municipal financial services, taxation and assessment services, records management, risk management, asset management, budgeting, accounting and finance functions, human resources functions and information technology functions. In the Planning function the Director is responsible for the provision for all land planning and development functions.                       

1. POSITION RESPONSIBILITIES:

Managerial

  • Plans, controls, and delegates the delivery of corporate and planning services.
  • Develops effective management of cash reserves; control and monitoring of purchasing, receivables, payroll, Human Resources, assessment, and taxation; information processing; information technology, inventory, asset management and risk management.
  • Checks and monitors activities to ensure that they comply with approved policies, procedures and provincial legislation.
  • Provides technical and analytical expertise and advises the Chief Administrative Officer, Council, and the management team regarding all financial and accounting management within Yellowhead County.
  • Conducts research relative to all bylaws and amendments, policies and procedures.
  • Originates the development and implementation of departmental goals, objectives, policies, procedures, and priorities for all activities; and approves or recommends resource needs.
  • Prepares and presents reports to Council.
  • Attends and participates at all regular and special meetings of Council and Council strategic planning sessions.
  • Participates as a member of the Management Committee for coordinating interdepartmental activities, and identifying and discussing administrative and operational issues.
  • Monitors the job site health and safety of Corporate Services and Planning staff as per the Occupational Health and Safety Act and Workers Compensation Act.
  • Contributes and assists in a positive manner as a team member in all operations of Yellowhead County.
  • Conducts other related duties as directed by the Chief Administrative Officer.

Operational

  • Provides signature to all cheques in the capacity as Chief Financial Officer for Yellowhead County.
  • Develops, initiates, and maintains departmental and financial policies and procedures.
  • Plans, coordinates and advises the implementation of financial management software to ensure the accuracy and adequacy of financial reporting obligations.
  • Prepares the municipal operating and capital budgets and presents same to Council.
  • Provides support to Directors in the budget planning process, reviews departmental budgets with Directors and the Chief Administrative Officer, advises and assists Council in the review of budget issues, variances and related reports.
  • Maintains the tangible capital asset program for all Yellowhead County fixed assets
  • Maintains the appropriate insurance coverage for all Yellowhead County assets.
  • Controls the contract for assessment services.
  • Monitors the payroll system for Yellowhead County to ensure it meets legal and operational requirements.
  • Coordinates and prepares the year-end financial statements, annual information returns, and statistical returns as required by provincial legislation.
  • Coordinates the annual financial audit and is primary liaison with external auditors.
  • Provides all financial data for release to the public, Council and special projects for Directors.
  • Implements the effective control of cash and reserve management to ensure the best possible return on investment.
  • Approves payroll for all staff and Council remunerations as prepared by the

Payroll/Benefits/HR Coordinator

  • Maintains accurate financial records of all major projects and grant funding and ensures that the department heads complete all reports and claims in a timely manner.
  • Monitors the secure and safekeeping of all funds.
  • Prepares financial forecasting-related activities.
  • Ensures the annual tax notice process is implemented.
  • Prepares any legal documentation as required.
  • Ensures annual tax recovery process is implemented.
  • Reviews and approves all Council reports as prepared by direct reports.
  • Attends Planning related sessions with outside agencies as required.
  • Responds to public complaints and inquiries in all department areas.
  • Acts as the financial controller in the Emergency Operations Centre.

Records Management

  • Responsible for all physical and electronic filing and storage of County documents.
  • Responsible for destruction of all physical and electronic documents as per legislative requirements.

Human Resources

  • Prepares and recommends amendments to the Personnel Policy.
  • Provide information and advice to staff regarding the Personnel Policy.
  • Ensures the administration of the compensation and benefits systems for employees.
  • Provide necessary advice, research, and information to the Department Directors and Chief Administrative Officer in personnel issues and grievances.
  • Assist Departments with the recruitment and selection of all employees and provide advice as needed.
  • Plan, coordinate, and develop staff training and development program.
  • Completes employee performance reviews on all direct reports within the Organizational Chart.
  • Ensures confidential employee files are maintained for all employees.

Information Technology

  • Supervises the activities of the Systems Coordinators.
  • Plans, controls, and delegates the delivery of information technology.
  • Coordinates maintenance and updates to all computerized systems within the County.
  • Coordinate and analyze research prepared by the Systems Coordinators on new equipment purchases.
  • Review software licensing and registered programs to maintain adequate operations for Yellowhead County.
  • Approves the disposal of all obsolete, redundant computer and office equipment as recommended by the Systems Coordinator.
  • Co-ordinates the preparation of the annual IT budget.
  • Develops the IT business plan.
  • Coordinates and monitor's the Employee Computer Purchase plan as outlined in the Policy.

Staff Responsibilities

  • Supervises the activities of all direct reports within the Organizational Chart.
  • Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Coordinates with all direct reports to ensure that adequate staff training and resources are in place, and utilized effectively, to meet the service delivery standards of the Corporate Services and Planning departments.
  • Responsible for the interview and hiring process for all Corporate Services and Planning department staff.

2. MINIMUM QUALIFICATIONS:

Education/Skills

  • University degree in a related field
  • Professional accounting designation (CPA)
  • Extensive knowledge of modern practices of accounting; methods and procedures of computer applications; computerized financial reporting and information systems; asset management, budget preparation; principles of supervision, training and performance evaluation; pertinent Federal, Provincial and Municipal legislation, regulations, and guidelines
  • Five years of senior accounting and management experience
  • Five years experience in budget preparation, and investment and financial management
  • Fully conversant with municipal legislation

4. WORKING ENVIRONMENT:

  • Work is conducted in an office environment.
  • Must be willing to work additional hours as required to meet peak workload and public meeting needs.
  • The pressures of dealing with multiple issues at any given time is moderate/high in intensity.
  • The visual attention is high in intensity - preparing spreadsheets and reports.
