Reporting to the General Manager of Corporate Services, the Director of People Services (PS) is responsible for the overall planning and management of six program areas to meet the needs of employees, supervisors and the organization. The People Services Department of 8 team members represent the City within the larger Human Resources (HR) community and is responsible for Recruitment & Orientation, Classification & Compensation Planning, Corporate-wide Training & Development, Payroll & Benefits, Health & Safety and Labour Relations.

Specific accountabilities for the Director position include providing leadership and guidance to 4 direct team members, support to employees and the organization for the Employee Assistance Program, as well as representing the City when conducting business with CUPE (Canadian Union of Public Employees) Local 30 and the IAFF (International Association of Firefighters) Local 5277. This includes interpretation of relevant legislation and Collective Agreements, chairing contract negotiations, and providing advice and guidance on grievance, disciplinary action, employee coaching and counselling and termination. The Director will develop long and short term plans for the Department linking to the Organizational Business Plan and Council Strategic Initiatives and is responsible for preparing and managing the Department Budget and the annual expenditures associated in order to provide specialized and professional services. This position establishes policies, procedures and guidelines, and updates as required. The Director compiles and analyzes statistical information related to identify aspects of the HR function to provide information as requested and support for the budget process, the PS Department, and the City overall staffing. This position participates in workplace safety initiatives and complies with all City policies, work procedures, and relevant directives in the Alberta Occupational Health and Safety Act, Regulation and Code.

The ideal candidate will possess a Degree in Human Resources Management from a University or College, as well as a Payroll Management and Health and Safety Certificate/Diploma from a University or College. Other designations such as RPR (Registered Professional Recruiter), PCP or CPM (Canadian Payroll Association) and CRSP (Canadian Registered Safety Professionals) are considered assets. Those working toward obtaining professional designations would be considered. A minimum of six years related working experience representing continuous learning is required. Budget preparation and supervisory experience is necessary. Experience in a municipal setting is considered an asset. This position requires the ability to organize thoughts in a logical and persuasive fashion and express them in verbal or written form of communication. Excellent analytical and organization skills are required. The incumbent will be expected to maintain current knowledge of Human Resources, Health and Safety and Payroll best practices and legislation.

The City of Fort Saskatchewan offers a salary range of $131,352 to $154,557 per annum.
