MANAGER OF HUMAN RESOURCES

REPORTS TO:                          Chief Administrative Officer

POSITION SUMMARY

Reporting to the Chief Administrative Officer, the Manager of Human Resources is an important member of the leadership team, working collaboratively with department heads to deliver enterprise-wide Human Resource programs and services to the organization that make Crowsnest Pass a great place to live and work.   Programs and services include workforce planning and talent management, labour and employee relations, total rewards, learning and professional development, and health and safety. 

KEY AREAS OF RESPONSIBILITY

Human Resources

  • Identifies, develops, and implements a comprehensive portfolio of human resources services;
  • Reviews all HR services and practices regularly to ensure compliance with provincial and federal employment statutes and with current standards in the HR discipline;
  • Conducts administrative investigations as required including processing of complaint forms from the general public, internal or external harassment reports and human resources investigations;
  • Conducts full cycle recruitment activities: review applications, conduct prescreening interviews, perform reference and background checks for potential employees, interview and selection of candidates, prepare and send offer packages and complete rejection letters as applicable;
  • Conducts regular follow-up meetings with managers to determine the effectiveness of human resources services;
  • Maintains good working relationships with the Union and Non-Unionized Employees, works to resolve issues, establishes good communication, works to resolve grievances and participates in the collective bargaining process;
  • Works to ensure compliance with legislation, collective agreement and policies consistent with legal requirements and organizational values and practices that endeavor to treat employees in a fair and consistent manner and manage the risk of litigation and conflict;
  • Researches global and technological trends in human resources using credible sources and keeps management and Council, as appropriate, informed of emerging trends and makes recommendations as appropriate;
  • Implements and administers learning and training programs in conjunction with department heads to ensure skill development, succession planning, and professional development;
  • Acts as an administrator for the total rewards structure including benefits, compensation and pension, and work to maintain consistency, fairness and organizational competitiveness that complies with legislation;
  • Performs on-boarding orientation to new employees on workplace policies and procedures including health and safety as required; 
  • Responds to queries from employees, Councillors and ratepayers on Human Resources and other programs as required;
  • Promote the health and safety of employees through an understanding of legislation, regulations and standards;
  • Practices good records management and strict confidentiality protocols for human resource records including electronic and paper.

Governance

  • Assists and strategically supports the Chief Administrative Officer and Administrative Team in all matters relating to the operations of the Municipality in accordance with legislation and established policies and practices;
  • Contributes to the organization’s vision, mission, values and goals, participates in Strategic Planning and supports the organization’s objectives;
  • Responsible to build and foster lasting relationships with other departments, key business partners, and government agencies;
  • Prepares and presents agenda reports and professional recommendations for the consideration of Municipal Council;
  • Makes and supports other departments in making informed business decisions using financial and operating information in human resource decision-making.

Other Functions

  • Assists the Director of Finance with preparation of applicable budgets. 
  • May be asked to sit on workplace committees such as Joint Job Evaluation Committee, Joint Occupational Health and Safety Committee, Wellness Committee or others as required.
  • Provides managerial oversight to unionized employees in the department.

EDUCATION AND EXPERIENCE REQUIREMENTS

The position requires the following minimum qualifications:

  • Minimum of two-years post-secondary education from an accredited college or a university in human resources, or a related discipline. A four-year baccalaureate degree from an accredited university is preferred.
  • A minimum of three years of experience as a human resources generalist in a supervisory capacity is required.
  • Management experience in a unionized environment would be a considerable asset.
  • Excellent, in-depth knowledge of the Employment Standards, Alberta Human Rights Act, and Alberta Labour Code is required.
  • Knowledge of Municipal Government Act, Freedom of Information and Protection of Privacy Actand the Local Authorities Election Act would be an asset. 

The following would be considered an asset:

  • Completion or substantial progress towards a relevant professional designation would be a significant asset in Human Resources such as CPHR or SHRM-CP or SHRM-SCP.
