Job Description : 

Under the direction Senior Manager, Public Works, this position is responsible to provide current and long-range utility services; department budgeting; strategic business planning; construction engineering and project management; and operational programs in coordination with the vision and mission of current business/strategic plans of the County. In addition, the incumbent will ensure that all operations for the Utility department are conducted safely and in compliance with Occupational Health and Safety legislation, all environmental legislation and approved policies and procedures as adopted by the County.

Responsibilities:

Operation and maintenance of the Waterworks, Waste Water and Natural Gas Utility Systems:

  • Set up the Department’s operational budget of each system, including development, support, and expenditure control under the Senior Manager of Public Works;
  • Manage and implement utility services plans, budget, and operational projects within the County;
  • In cooperation with the Finance Department, update utility services fees and rates by-law;
  • Ensure mandatory tasks and duties are completed in compliance with the local health care authority regulations and provincial government approvals.
  • Direct supervision of the operation of the Level III water treatment plant to comply with applicable regulations.
  • Ensure the operation of the Level III wastewater treatment plant to comply with applicable regulations.
  • In cooperation with the Managers of Equipment, ensure the daily maintenance and repair of all County equipment used in the delivery of services;
  • Implement optimal technologies and methodologies in the deliverance of operational projects;
  • Attend to all public inquiries and complaints related to utility services

Capital Planning:

  • Prepare and keep current long-term plans for equipment replacement, utility infrastructure replacement and upgrading.
  • Manage infrastructure asset inventory, condition assessment, repair, rehabilitation, and replacement program
  • Develop request for proposal, scope of work, terms of reference, rough order of magnitude estimates and schedules, review proposals, select engineering consultants, and manage consultant contracts, as necessary, to support the work of the department, as per the current procurement policy;

Capital Projects:

  • Help to review tenders, budgets, specifications, special provisions, contracts and proposals as per County policy;
  • Participate in project risk assessment sessions with other team members to identify and manage risks; 
  • Inspection and monitoring of construction on capital projects to ensure County general municipal servicing standards are adhered to;
  • Evaluate engineering consultants’ recommendations on change requests and make decisions in a timely manner also influence the factors that causes changes
  • Measure project performance regularly against the scheduled milestones
  • Communicate departmental expectations to the engineering consultants in a timely manner; 
  • Review invoices and recommend payment;
  • Coordinate with Manager Capital Projects to achieve timely and successful completion of projects and system start up;
  • Complete construction completion certificates (CCC) and final acceptance certificates (FAC)
  • Evaluate engineering consultants’ performance and participate in lesson learned sessions.
  • Oversees the completion and submission of required monitoring reports and operating permits to ensure compliance with applicable rules and regulations;
  • Administer easement and right-of-way agreements for the utilities;
  • Direct contractors as needed to achieve compliance with applicable regulations and to complete needed investigation of and repair to utility infrastructure;
  • Complete application, monitoring for compliance, and updating policies and procedures as required under licenses required for operation of department programs and functions;

Responsibilities of Communications:

  • Ensure good public relations, responding in a professional manner to all inquiries, complaints or concerns;
  • Prepare and implement a communication plan for all utility services programs and projects in a timely and professional manner;
  • Prepare reports, briefings and RFD’s for the department as requested by Senior Management for Council or committee presentation;
  • Coordinate the current GIS system to ensure department efficiency of programs, services and functions;

Responsibilities for Safety:

  • Ensure appropriately experienced and certified staff are available at all times to deal with any gas leak or water break emergencies that may arise;
  • Ensure safe work procedures and hazard assessments are kept current, and that utility services staff and contractors have proper training and the means to follow safety procedures;
  • Ensure staff complete training courses as necessary to maintain their required safe work certifications.
  • Support and encourage staff to participate in and to realize the importance of the municipality’s Safety Policy and Procedures.
  • Administer monthly safety meeting to address safety issues and update safe work procedures and hazard assessments;

Responsibilities for Staff:

  • Administrate an “On-Call” system for non-working hours and emergencies of the department;
  • Administer monthly departmental staff meetings to deal with operational issues and concerns.
  • The safe management, development and mentoring of subordinates and to ensure continued personal growth is maintained by all staff;
  • Maintaining continued growth in terms of innovative and efficient program and service delivery:
  • Responsible for all staff’s accountability under the provisions of the Provincial legislation;
  • Ensure staff are provided with training courses and seminars necessary to maintain various operator certifications to ensure compliance with applicable rules and regulations;
  • Ensure staff are provided opportunities for team building;
  • Ensure succession planning is included in staffing plans;
  • Other duties as assigned by the Senior Manager of Public Works.

Qualifications:

  • University degree with an Engineering background in civil engineering would be an asset (equivalencies will be considered)
  • Certification in the following: Level II in water treatment, Level II in water distribution, Level II in wastewater treatment, Level II in waste water collection is highly desirable; Ability to obtain Level III certifications in water distribution and wastewater collections is an asset; 
  • Alberta Certified Gas Utility Operator or Journeyman Gas Fitter would be an asset;
  • Class 5 driver’s license;
  • 5 years’ progressive supervisory experience in municipal water/wastewater and/or gas distribution systems;
  • Knowledgeable about the operating, maintaining, installing and repair of municipal natural gas distribution system;
  • Knowledgeable about operating and maintaining a municipal Water Treatment Plant, Water Distribution System, Wastewater Treatment, and Wastewater Collection System in accordance with the Standards and Guidelines for Municipal Waterworks, Wastewater and Storm Drainage Systems.
  • Knowledgeable about the Guidelines for Canadian Drinking Water
  • Knowledge of the materials, equipment, procedures, and practices used in a utility operations system;
  • Knowledge of policies and procedures used in the construction, repair, and maintenance of the utility operations system;
  • Knowledgeable about the Federation of Alberta Gas Co-Ops Operations and Maintenance Practices;
  • Knowledgeable about the Rules and Regulations of the Gas Protection Branch for the Province of Alberta;
  • Planning and budgeting, estimating, contract management, project administration, decision-making and creative problem-solving skills.
  • Ability to arrange in-house risk assessment sessions on the capital projects of complex nature. 
  • Good interpersonal skills, to be able to understand and communicate verbally and in writing;
  • Ability to establish and maintain effective working relationships with supervisors, other employees, contractors, consultants, and the public;
  • Demonstrated ability to supervise a diversity of positions, both for in house staff, and contractors;
  • Ability to apply analytical skills and sound judgement to develop practical solutions to a diversity of issues.
  • Excellent public relations skills are required; both verbal and written;   
  • An aptitude for planning and organizing work in a timely and efficient manner;
  • Self-motivated and willing to participate in professional development opportunities;
  • Basic computer skills to work with Microsoft Office programs and software;
  • Read maps, specifications, and construction plans used in utility construction work;
  • Good record keeping and ability to prepare clear, concise reports.

Salary range $108,836.00 to $140,849.80 annually
