POSITION TITLE: Finance Clerk

 

GENERAL STATEMENT OF DUTIES:

Reporting directly to the Chief Administrative Officer, this full-time position is integral to the Town's financial operations, encompassing financial planning, compliance reporting, and administrative support. The Finance Clerk provides crucial financial guidance to the CAO, Council, and staff, employing strategic business modelling, forecasting, risk management, and innovative approaches for sustainable service delivery. This role encompasses all statutory duties mandated by the Local Government Act.

Key Responsibilities:

Under the supervision or in the absence of the CAO, the Finance Clerk:

  • Inputs water meter readings and meticulously prepares monthly utility billings.
  • Manages Accounts Receivable invoices and meticulously enters Accounts Payable invoices into the accounting system.
  • Maintains both electronic and paper filing systems efficiently.
  • Ensures meticulous Cash Receipting and conducts nightly deposits.
  • Ensures monthly reconciliation of bank statements.
  • Oversees all aspects of the tax and assessment roll, including maintenance, preparation of notices, and compliance with reporting requirements.
  • Handles tax certificate preparation and all documentation required under the Tax Recovery Act.
  • Collects taxes, utility payments, and other accounts receivable.
  • Processes payroll for both employees and council members.
  • Proactively communicates financial issues that could impact municipal operations to the CAO.
  • Contributes to the development of the municipality's annual capital and operating budgets.
  • Performs additional duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

The ideal candidate should possess:

  • Proficiency in Microsoft Excel and Word.
  • Strong communication skills, both written and verbal, with an ability to convey complex information effectively.
  • Proven ability to cultivate and maintain productive working relationships.
  • Excellent organizational skills with a knack for prioritization and multitasking.
  • Prior experience with Muniware would be advantageous.
